Of those, around 3 million children received an investigation or alternative response from child protective services agencies. Sadly, the actual number of children abused is underreported and so the actual number of abused children is much higher. The youngest children were most vulnerable. children in the first year of their life are 15% of all victims, and more than a quarter (28%) of child maltreatment victims are no more than 2 years old.
