Fulton County Homeownership Program

HOP is a resource to remove obstacles such as funds needed for down payments.

Program Highlights

• The program is a (6) year deferred payment loan which requires no form of payment as long as the home remains the primary residence of the buyer.

• The borrower may be eligible for up to $7,500 towards closing cost on a home.
• The program forgives 20% of the loan annually, provided the home buyer remains compliant with the HOP guidelines.
• The property must meet home inspection requirements
• The property must be located in Fulton County outside of the city limits of Atlanta, Sandy Springs, and Johns Creek.
• The purchase price of the home cannot exceed $225,625.


• Purchaser must be a first-time homebuyer or have not purchased a home within the last (3) years.
• Purchaser must work with a HOP participating lender and pay a $35.00 non-refundable application fee.
• Purchaser must participate in a pre-purchase workshop facilitated by HUD approved counseling agency.
• Within 12 months of purchase, home owners must receive post purchase housing counseling for preservation and foreclosure prevention from an approved HUD counseling agency.
• Borrower must have less than $5,000 in liquid assets (does not include 401K or retirement accounts)

Maximum Annual Income Limits

Household income is the combined income of all members of the household, including minors.

• Household of 1 - $40,150      

• Household of 2 - $45,900    

• Household of 3 - $51,600

• Household of 4 - $57,350    

• Household of 5 - $61,950      

• Household of 6 - $66,500

• Household of 7 - $71,100    

• Household of 8 - $75,700
